CAASTLC has a number of energy service programs designed to reduce the immediate risk of disconnection from the grid (i.e. electricity, gas, propane or heating oil) and to help residents return to their homes.
These program include:
Low Income Home Energy Assistance Program (LIHEAP)
Energy assistance (EA)
Dollar help
Dollar More
Heat Up St. Louis (HUSTL)
Services related to these programs include energy conservation classes, weatherization of homes, and repair of furnaces and air conditioning units when financing is available.
Individuals seeking assistance from their head office are encouraged to attend the Energy Saving course.
LIHEAP file required:
Proof of all family income from the previous month if you are not currently receiving food stamps.
Proof of the income of any family members not on your food stamp case.
Copies of social security documentation for all family members.
For winter heating assistance, provide a copy of your current utility bill/notice of disconnection (if disconnected due to major heat source) and a copy of your electric bill.
For help with cooling and heating in summer, a copy of the electrical disconnection notice.
Winter Heating Assistance
Applications for all others will be accepted from December 1, 2018.
Basic energy grants are available through March 31, 2019.
If funds are available, emergency crisis assistance grants may be available until May 31, 2019.
Complete social security numbers on application or copy of cards.
Both utility bills (Spire and Ameren).
Summer Cooling Assistance
CAASTLC's Summer Cooling Support begins June 1, 2019 for mailed and faxed applications.
Their summer program helps with electricity bills.
They must have a lockout indicator or services must be disabled to be considered for assistance.
Income Requirements:
1) For EA and ECIP, family income cannot exceed 135% of federal poverty guidelines.
2) In the case of dollar help, household income may not exceed 135% of the federal poverty guidelines.
3) If the family has a resident sixty (60) years of age or older, the family income may not exceed 150% of the federal poverty guidelines.
Low Income Home Energy Assistance Program (LIHEAP) may be able to help you pay your home energy bills through:
Energy Assistance - A one-time payment for one fuel type for your heating or cooling costs from October-September.
Energy Crisis Intervention Program (ECIP) - Helps pay your energy bill when you have a sudden, unexpected, uncontrollable loss of financial resources, life-threatening situation, or if there is any circumstance that threatens your stability if energy aid is not supplied. The amount of help you receive is based on the amount of money needed to settle your crisis with the energy provider.
Winter ECIP is available November—May based on funding. The maximum amount you could get is $1,600.
Summer ECIP is available June—September based on funding. The maximum amount you could get is $1,200.
Contracted agencies may also provide emergency services such as blankets, emergency lodging, heating/cooling replacement or repair, window air conditioners, or wood stoves.
Eligibility:
You may be eligible for help if you:
Are responsible for paying the utilities for your home (including if you rent)
Are a Missouri resident
Are a United States citizen (or have been legally admitted for permanent residence)
Have $3,000 or less in your bank accounts, retirement accounts, or investments
Meet or are below the income guidelines for your household size
