CAPSLO operates the HEAP federal program for San Luis Obispo County. The HEAP (Home Energy Assistance Program) is a federally funded program that assists households that are struggling to pay their electrical bills. Individuals must apply for this program and provide all the required documentation. Additionally, individuals will be educated on how to budget and manage their energy needs.

Eligibility:

• San Luis Obispo County resident
  
• Income eligible
• Provide income documentation for all adult household members for the previous 6 weeks
• Provide current gas and electric bills (2nd page must show service address)
• Priority is given to households that have small children

Completed applications may be submitted through mail, email or fax.
