About Community Action of Ventura County

The Home Energy Assistance Program, commonly known as HEAP, is a federally funded program that assists low-income households that are struggling to pay their electrical bills. The program is designed to target vulnerable households that have high energy costs, taking into consideration households with elderly, disabled individuals, and children under six years of age.

Individuals must apply for this program and provide all the required documentation. Additionally, individuals will be educated on how to budget and manage their energy needs.

Required Documentation:

Valid Picture California Identification
Social Security Card
Current gas detailing terms
Current electric bill detailing terms and kilowatt usages
Income documentation for all adult (18+) household members during the previous 4 weeks (paycheck stubs must show gross amounts received)
Rental or house payment receipt for the current month
